Otto works to keep taxes low, reduce burdensome regulations, and make Virginia a place where businesses can grow and families can thrive. In the House of Delegates, he has supported measures to strengthen the rural economy and create more good-paying jobs.

1. Supported the largest tax relief in Virginia history — saving families around $1,100.

2. Voted to reduce regulations by 25% across state agencies.

​3. Advocated for rural business development grants and investment in local infrastructure.

MAKING LIFE MORE AFFORDABLE FOR FAMILIES
As one of only three healthcare providers in the General Assembly, Otto brings real-world expertise to healthcare policy. He works to keep care local, protect rural clinics, and expand services so no resident has to travel far for treatment.

Patroned HB 1162 to protect the 340B program and rural clinics from discrimination by insurance companies and PBMs.

Otto believes strong communities start with strong schools. He has supported teacher pay raises, increased school funding, and worked to ensure parents have a voice in their children’s education.
